LAREDO, Tex. (KGNS) - Nearly 1,500 Americans are being pardoned by President Biden, including five Laredoans.

President Biden’s Clemency Recipient List spans pages, pardoning hundreds of non-violent offenders.

Buried within the mountain of names, KGNS confirmed that five Laredoans, each with cases related to non-violent drug offenses, will serve a lesser sentence.

Shirley Flores, Santo Leone, Dalia Lopez, Jose Guadalupe Segovia and Jose Isabel Tobias had their sentences expire on December 22, 2024, after serving at least a decade in prison for their crimes.

Most of them had pled for sentence reduction but had been denied for the last couple of years.

Flores pled guilty back in 2012 to conspiracy to possess with intent to distribute 50 grams of meth and was charged with 19 years in prison.

She filed multiple motions to reduce her sentence within the last decade. However, in a 2021 motion to reduce her sentence, Flores stated she was the sole provider for her elderly grandmother and father, having already served nine years at that time.

Leone pled guilty to conspiracy to possess with intent to distribute 1000 kilograms or more of marijuana back in 2013 and was sentenced to 20 years in prison.

His daughter, who remained anonymous, filed a motion back in 2020 to release him citing his failing health and the possibility of getting COVID-19 in prison.

Mentioning, “Last week, he sounded so bad it scared all of us. He could barely breathe, talk or walk.”

However, Leone’s motion was denied back in 2021.

Lopez was sentenced to 10 years in prison for attempting to bring in 9 kilograms of crystal meth into the United States through the Laredo port of entry in 2017.

She appealed her sentence in 2018 arguing that she had been unaware of the quality and quantity of methamphetamine involved, but the motion was denied.

According to court documents, it’s been nearly a decade since Segovia and Tobias' case was heard in court before their sentences were reduced.

In a statement issued by the White House on December 12, 2024. The statement reads:

“President Biden will continue to review clemency petitions and deliver criminal justice reform in a manner that advances equity and justice, promotes public safety, supports rehabilitation and reentry, and provides meaningful second chances.”

Part of the statement released by the White House iterated the need to grant clemency to individuals who might have been sentenced under outdated laws.

Currently, it remains unclear if all five Laredoans were officially released from prison.
