WEBB COUNTY, TX (KGNS) - If are planning to travel abroad this summer, the Webb County District Clerk’s Office is offering passport services to those looking to renew or obtain a passport.
Residents can either stop by the justice center to pick up an application or print one out and submit it in person.
The application must be filled out in black ink, and you need to arrive with a birth certificate, valid ID, a 2 by 2 passport photo, along with two money orders.
District Clerk Esther Degollado says right now it takes about 10 to 13 weeks to process the application, however, there is a way to expediate the process in the event of an emergency.
“I’ve heard that people can go to Houston in the event that there’s an emergency and they need their passport immediately, they can go to Houston, I do know that they have to prove their vacation trip, their itinerary or something to show the reason why they need it.”
The passport card is $30 for adults and $15 for children; however, the passport book is $130 for adults and $100 for children.
The District Clerk’s Office is located at the justice Center 1110 Victoria suite 203.
They are open from 8 a.m. to 4 p.m.
Two men arrested for allegedly shooting 18-year-old in the head

LAREDO, Tx. (KGNS) - Two men are facing charges in connection to a shooting that injured an 18-year-old in the head last month.
Laredo Police arrested Adrian Melendez, 18, and Carlos Daniel Sanchez, 18, and charged them with aggravated assault with a deadly weapon.
The incident was reported on Sunday, June 25 near Willow and Jarvis Avenue at around 2 a.m.
When authorities arrived at the scene, they found an 18-year-old man with a gunshot wound to the head.
The victim was taken to LMC in critical condition and was later airlifted to a San Antonio hospital.
The Laredo Police Department’s Crimes Against Persons Division is handling the investigation.
Feds, Texas DPS stop truck hauling 700 pounds of concealed meth bundles

EL PASO, Texas (Border Report) – A man who says he didn’t know the truck he drove carried nearly 700 pounds of methamphetamines with a street value of at least $2 million has a federal court date in El Paso this week.
Texas Department of Public Safety officers on June 30 stopped a white 2008 Kenworth utility trailer for an unsafe lane change and inoperable stop lights on the 6500 block of Trowbridge Drive. The driver identified as Eduardo Rubio became nervous when questioned by DPS officers, who requested the assistance of a U.S. Customs and Border Protection drug-sniffing dog, according to the arrest affidavit.
A CBP canine named Rocky inspected the tractor-trailer after Rubio consented to a search and alerted officers to anomalies on the roof of the vehicle. Homeland Security Investigations agents who had been watching the truck since Rubio picked it up at the 400 block of Lee Trevino asked him to follow them to the cargo lot of the Ysleta Port of Entry for an X-ray examination, and Rubio consented, court documents show.
A CBP inspection revealed foil-wrapped bundles within the trailer’s roof beams; the contents tested positive for methamphetamines with a total weight of 316.5 kilograms, or 698 pounds, the documents show.
HSI agents read Rubio his Miranda rights in Spanish, and he agreed to provide a statement without an attorney present, according to the arrest affidavit.
Rubio claimed the trailer belonged to a man named Jose and that he didn’t know the trailer had drugs. The driver told investigators Jose instructed him to drive the truck to Rincon, New Mexico, to pick up a load of onions and deliver them to Olate, Kansas, the documents state.
Rubio further told investigators he suspected “something wasn’t right” because he was taking an empty trailer to New Mexico and “thought Jose was moving drugs,” according to court documents. Rubio said Jose had previously asked him to drive an empty trailer from El Paso to Dallas on three to four occasions and paid him between $1,000 and $1,500 cash for each trip, documents show.
Rubio is facing one charge of conspiracy to possess a controlled substance with intent to distribute and has a detention hearing set for 9:30 a.m. on Friday in El Paso before U.S. Magistrate Judge Leon Schydlower.
Webb County motions to change law librarian from full time to part time

Webb County, TX. (KGNS) - Following the evaluation of several Webb County department directors, some new changes are coming to the county’s law library.
During Monday’s Commissioners Court, officials discussed restructuring the law library, specifically which resulted in some position changes.
Webb County Commissioners agreed to move forward with splitting the law librarian position into two part time positions.
Despite the changes, Webb County Commissioner Jesse Gonzalez believes the law library will continue to serve its purpose.
“We were talking about restructuring and reorganization, as long as it continues to function,” said Gonzalez. “I know some of the district judges and county judges, county court at law judges have been also been providing input. So it’s an ongoing topic from here on until the beginning to the first of October, the fiscal year, but obviously we did take court action to be able to split that into part time.
Currently, the law library is under the direction of Yolanda Carrillo.
19-year-old arrested after accidentally shooting mother, Laredo Police say

LAREDO, TX (KGNS) - The Laredo Police Department is releasing new details surrounding a daughter who allegedly shot her mother over the weekend.
According to police, the incident was unintentional and was most likely a case of being in the wrong place at the wrong time.
Crystal Lissete Mar, 19, was identified as the alleged shooter in this case.
The shooting was reported at around 4 a.m. Saturday near the 1400 block of Hibiscus Lane.
Reports say the mother was the one who called police to tell them she had been shot in the head.
The investigation revealed what led to the scary situation.
“Her daughter had a weapon in her purse and the mom did not want any weapons inside the residence,” said Laredo Police Public Information Officer Jose Espinoza. “The daughter was attempting to unload the weapon by removing the magazine and accidently shot the mother in the head. She unfortunately fled the scene and officers were able to detain her in a nearby intersection.”
The mother was transported to the hospital where she was reportedly alert and talking to police.
She is expected to survive.
As for the daughter, she is being charged with aggravated assault with a deadly weapon.
